With limited land available for development a popular option is to convert existing agricultural buildings into residential use. Converting a property in a rural location can create a wonderful prospective home.

The government introduced permitted development rights in April 2014. These rights allow change of use from agricultural to residential buildings, without planning permission, as long as they are not in protected areas. Prior approval permission is required from the local council to allow consideration of strategic issues.

Since this guidance was released, Lustre Consulting has been involved in preparing numerous Phase 1 Desk Studies to support applications for prior approval. In our experience Local Authorities require a Desk Study to assess the risk of any contamination related to the historical agricultural use.
